Adds the accepted ADR 0001 and architecture documentation, README pointers, and the root Woodpecker bootstrap while consolidating repository branches. The two architecture files remain byte-identical to design commit 124306539f.

Validation: staged diff whitespace check, four-path CODEOWNERS absence, YAML structure and digest pin, documentation byte comparison, and Gitleaks passed. Product source files are unchanged. The required Woodpecker check must pass before merging.

Closes #32

The post-merge plant-check follow-up remains tracked separately in #31.

  • H30-1: four-path CODEOWNERS absence (no restore hunk; local test ! -e + inverted grep).
  • Standing ADR 0001 + architecture H30 copied byte-identical from design SHA 124306539.
  • README Merge gate paragraph + docs index (ADR 0001, H30).
  • Root .woodpecker.yaml (Decision 8 / Pipeline bytes).

Trackers
