Remaining S2 + WP-pre after historical incomplete S1
(PR #30 merged delete-only at 2026-09-21T13:10:28Z, head eb352b8,
merge 1d85943, empty commit statuses).

Do not occupy closed pulls/30. Do not Closes #30 (no-op).
Fork from current origin/main. Copy ADR 0001 and architecture H30
byte-identical from the independently accepted design SHA.
Allowed extra diffs versus that SHA plus origin/main: README
Merge-gate + docs index + quoted root .woodpecker.yaml only.
Do not use cac-design-issue-30 as the product tip (that re-plants
CODEOWNERS).

This issue is land (S2+WP-pre). Leftover-complete (S3 plant-check)
lives on a separate leftover tracker opened before Do: merge of
the successor. Do not Fixes / Closes / Resolves that leftover
number from this issue or from the successor PR.
