Adds permanent audit record for the SEC-J01 through SEC-J05 prioritization review completed on 2026-07-01.

Per @PlasticDigits instruction to document the J01-J05 review permanently in the audits subfolder.

What the document covers:

J01: all 11 P0 launch blockers confirmed closed as of 2026-07-01
J02: all filed P1 finding issues confirmed closed; 5 doc log reviews (#446, #447, #452, #453, #454) pending QA verification; 15 items deferred to post-$100k TVL
J03: 22 items accepted as low-ROI at current TVL with rationale and revisit thresholds
J04: TVL and user-count threshold table with required actions per band
J05: prelaunch signoff requirements; current decision is GO with accepted risk
