Closes #50

Context

Merged PR #50 landed S1 only (delete root CODEOWNERS) without standing docs, README Merge gate pointer, or .woodpecker.yaml (hello#15 trap). This successor completes S2 + WP-pre per ADR 0001 @ design 24443742464da1a3ea69f1a87387f9e153d641f8.

S3 leftover issue: #51 (open before merge per Tests item 6).
