Owns S3 (leftover-complete) for ADR 0001 / #50.

After S1+S2+WP-pre land on main, run ADR 0001 Tests item 4 / Observability plant-check:

Open a dedicated plant-check PR into main (draft == false, no WIP title prefix, at least one file changed).
Do not request reviewers via UI or POST .../requested_reviewers.
GET pulls/{n} and pulls/{n}/reviews immediately after open; fail-closed pair per ADR 0001.
If both signals empty, wait 30s and re-GET; pass only if still empty.
Record {n} and both JSON bodies here, then close the probe without merge.

Disqualify leftover plants on pulls/49 and the original pulls/50. Not a close gate for the S2+WP-pre successor PR.
