Summary

Implements ADR 0001 S1+S2+WP-pre on head issue/2 (successor to closed no-op PR #2).

MG-1: Remove root CODEOWNERS (no alternate Forgejo paths).
S2: README merge-gate pointer; standing docs/ + .gitignore carve-out; WP-pre root .woodpecker.yaml + .gitleaks.toml (OZ test/ allowlist only).
Leftover S3: #3 (protection GET + dedicated post-merge plant-check PR).

docs: propose ADR 0001 to drop catch-all CODEOWNERS 9a5d7728ed

Record the merge gate and Foundry docs/ gitignore carve-out so land can
delete the catch-all without planting official review on every change.

Delete root CODEOWNERS (MG-1), add README merge-gate pointer, ship ADR 0001
standing docs with Foundry docs/ carve-out, and add minimal Woodpecker
gitleaks step plus product .gitleaks.toml for vendored OZ test fixtures.

Design SHA 0b4a84f → product commits e4160d6 + d8ed424.
No related open PR to reuse (closed #2 was 0-file); new PR on deterministic head issue/2.
Woodpecker ci/woodpecker/pr/woodpecker: success on current head.
S3 tracked on #3; not a merge blocker for #2.

Ready for controller SHA-pinned Do: merge when autoland picks this up.
