Tracks S3 (leftover-complete) for ADR 0001 after merge of the catch-all CODEOWNERS deletion (#2).

Not in scope for closing #2. Merge of #2 only completes S1+S2+WP-pre.

Acceptance (S3)

Protection GET: GET /api/v1/repos/code/merc-mania/branch_protections — main rule matches architecture MG for enable_push, enable_status_check, status_check_contexts, required_approvals, block_on_official_review_requests, and block_on_rejected_reviews.
Plant-check: After delete is on main, open a dedicated non-WIP PR that changes at least one file vs main. Pass iff requested_reviewers_teams is empty and there is no new official: true REQUEST_REVIEW from @code/maintainers.
