Completes ADR 0001 land criteria still open after merged delete-only PR #2.

Completed on this branch (S2 + file for WP-pre)

MG-1 (already on main via #2): root CODEOWNERS absent; four Forgejo paths checked in ADR test 1.
Standing docs/ (ADR 0001, architecture MG-1–MG-7, docs/INVARIANTS.md pointer).
README merge-gate pointer (PR + Woodpecker + no direct main; CODEOWNERS not the trusted-merge story).
Root .woodpecker.yaml — hello gitleaks-only body (digest-pinned Alpine, inline binary + checksum).
Leftover S3 issue opened: #3.
ADR test 6: no src/ / artifacts/ / package.json / next.config.ts diff.

Validation

In-repo: test ! -e on four CODEOWNERS paths; scoped git grep for ^\.\* @; product-scope diff check (above).
Local gitleaks binary not installed in the implement worker (Woodpecker step is the scanner gate).

Gaps / merge blockers

WP-pre / ADR test 2: ci/woodpecker/pr/woodpecker must be present and success on this PR head from Woodpecker (ci.cl8y.com) before SHA-pinned Do: merge. If the context stays empty after push, treat as forge enablement (cl8y-forgejo#48) — not force_merge.
S3 (#3): operator protection GET + dedicated non-empty non-WIP plant-check PR (post-merge).

Relates to ADR 0001 / original #2 product intent. Does not re-close merged #2.
