Leftover-complete (S3) for ADR 0001 / catch-all CODEOWNERS removal.

Not a close gate for the original #2 (merged delete-only). This issue survives that number.

Work

Protection GET (operator): GET /api/v1/repos/code/dapp-accessmanager/branch_protections — pass iff the main rule matches architecture MG for enable_push, enable_status_check, status_check_contexts, required_approvals, block_on_official_review_requests, and block_on_rejected_reviews. Unauthenticated GET is 401.
Plant-check PR: After main has no CODEOWNERS at the four Forgejo paths, open a dedicated non-WIP PR that changes at least one file (non-empty diff vs main). Pass iff requested_reviewers_teams is empty and there is no new official: true REQUEST_REVIEW from @code/maintainers. Do not use Renovate #1, merged #2’s leftover plant, empty-diff, or draft PRs.
