Summary

Successor product PR for #5 after the original empty #5 vehicle was closed without merge. Delivers S1+S2+WP-pre on head issue/5:

H5-1 / S1: delete root CODEOWNERS (four Forgejo paths absent)
S2: standing docs on branch (docs/adr/0001, docs/architecture.md, docs/README.md) plus root README.md (ADR Decision 3)
WP-pre: root .woodpecker.yaml (#5 land bootstrap, 564-byte quoted file)

Leftover issue #6 owns post-merge plant-check (S3); this PR does not close #6.

Document catch-all CODEOWNERS removal for issue 5. 7a1c2a1ecc

Standing ADR and architecture so the product PR can delete the file
without re-teaching official review as the merge gate.
