Post-merge plant-check for removing catch-all CODEOWNERS.

Merging PR #5 closes issue #5; this tracker survives.

Leftover-complete = ADR 0001 tests item 4 (the two plant-check GETs
of dedicated PR {n}). Then close {n} without merge. Then close this
leftover issue.

Close-keyword immediately targeting this leftover iid (Fixes #<this-iid>,
closes #<this-iid>) is forbidden on title, description, comments,
commit messages, squash/merge messages, and autofill/template bodies
of both PR #5 (or a Closes #5 successor) and plant-check {n}. Bare
#<this-iid> is a link, not a close. Do not merge {n}.
