Summary

Expand Layer A-lcd / B-lt so code-id 8266 runs Transfer, TransferFrom, Send, provide P2, round-trip swap B7, and limit escrow L1 on the pinned LCD wasm (953AD60C…).
Flip cw20-codeid-audits/codeids/8266/REPORT.md to GO. Issuer keys, Everybody instantiate, and minter are documented residuals and do not block listing (issue #581 note 3719458992).
Add make verify-issue-581 for the template gate.

Columbus-5 still needs DEX 2-of-3 AddWhitelistedCodeId 8266. Do not whitelist a LocalTerra store id.
