Summary

Completes land (S0+S2) for ADR 0001 after merged PR #2 shipped S1 (root CODEOWNERS delete) only.

Copy standing docs: docs/adr/0001-remove-catchall-codeowners.md, docs/architecture.md (design SHA 5a9d0a83cd13f17ccfe5795816b39f2a6c8f1690, as-is).
README: Migration S2 Documentation bullet (merge gate F2 via docs/architecture.md).
F2-1: four Forgejo paths absent on this tip (main already has delete).

docs: land ADR 0001 standing contract and README F2 pointer 62b7e11b3a

PR #2 removed CODEOWNERS only; add S0 docs and S2 README bullet on main.
Leftover S3 tracked in issue #3.
