Fixes #2

Remove catch-all CODEOWNERS, land ADR 0001 / architecture MG-1–MG-7, and add WP-pre (pinned root .woodpecker.yaml + .gitleaks.toml).

Supersedes closed PR #2 (chore/remove-catchall-codeowners, empty diff). Head branch is issue/2 per controller contract.

Land criteria (S1+S2+WP-pre) — on current head

Criterion	Status
MG-1 — four CODEOWNERS paths absent	Verified locally
S2 — README MG pointer; `docs/` + `.gitignore` exceptions	On PR
WP-pre files — pinned YAML + `.gitleaks.toml`	On PR
WP-pre — `ci/woodpecker/pr/woodpecker` success (`ci.cl8y.com`)	Success on head `7ff5ce6`
Leftover S3 issue	#3

Validation

Absence tests (MG-1): all four paths missing; no ^.* @ in CODEOWNERS paths.
Gitleaks v8.30.0: detect --source . --config .gitleaks.toml — 0 leaks.
Woodpecker gitleaks step green on PR (merge context satisfied).

Gaps (post-merge / operator)

S3 (#3): protection GET vs MG table + dedicated non-empty post-merge plant-check PR.
Foundry forge test not run in implement env (optional per ADR).

Merge gate: PR + Woodpecker + no direct main; no force_merge. See docs/INVARIANTS.md.

Propose ADR 0001 to drop catch-all CODEOWNERS. 2158cd02df

Record the merge gate in-tree so official review is not treated as the trusted-PR path, and keep standing docs trackable under Foundry's docs/ ignore.

Revise ADR 0001 so CODEOWNERS land can post Woodpecker. b3c28f4158

Name the posting context as a land prerequisite with owners, require a non-empty plant-check, and cite hello#15 / dex#1309 correctly.
