Tracks S3 from ADR 0001 after land of #2. Not a close gate for #2.

Checklist

Protection (operator): GET /api/v1/repos/code/KRChange-sc/branch_protections — main rule matches architecture MG for enable_push, enable_status_check, status_check_contexts, required_approvals, block_on_official_review_requests, block_on_rejected_reviews.
Plant-check: After delete is on main, open a dedicated PR with a non-empty diff. Pass iff requested_reviewers_teams is empty and there is no new official: true REQUEST_REVIEW from @code/maintainers. Do not use #1, closed #2, or an empty-diff PR.
