Remove catch-all CODEOWNERS (CODEOWNERS) so official review requests are not planted on every change.

Merge gate remains: no direct main, Woodpecker ci/woodpecker/pr/woodpecker, no force_merge. See cl8y-forgejo#48 and docs/INVARIANTS.md.
