Expose safe ledger provider diagnostics and record live preservation

Live recovery preserved the original electorate, but a BSC worker degraded without an actionable safe failure class. Add static provider labels to worker diagnostics and document the read-only production audit proving all 15 registrations and both BSC transfer records retain their original fields. Provider labels exclude raw RPC, SQL and accounting error payloads.

Validation: full disposable Rust/Postgres/frontend/OpenAPI/nginx/secret-scan release run; static-only diagnostic regression. The production audit task was deleted and its absence verified. Live BSC readiness remains under investigation; issues36–43 remain open until all live criteria pass.

fix(ledger): log safe static provider failure classes 69857f2b79

Expose the existing static Provider classification when a chain poll degrades. Keep database, conflict, RPC body and transport details out of logs, and verify non-provider payloads cannot enter the diagnostic field.
