fix(frontend): serve SPA documents for /vote (Legal return 404)

Summary

Live https://vote.cl8y.com/vote is a 404 after Legal Accept (full document load of a client-only route). / already returns 200 HTML.
Canonical routes are now /, /new, /:id on this dedicated host so Legal return to / works even on a root-only edge. /vote* stay as aliases.
Nginx try_files $uri /index.html is the real deep-link fix (O8). Image HEALTHCHECK probes /vote and /new. CI job test:frontend-spa-fallback asserts 200 HTML for app paths and 404 for missing /assets/*.
Do not treat this MR as closing #8 until Coolify uses deploy/docker/frontend.nginx.conf (or an equivalent try_files) and live curl -sI https://vote.cl8y.com/vote is 200.
