Summary

main now has WalletConnect pairing (!21 / #12), pending-registration retry (!25 / #14), structured proposal sections (!23 / #10), and draft/open freeze-at-open (!26 / #11). Existing issues stay open for their remaining live AC. This issue is the deploy sequence so those checks can actually run.

Do not close #10, #11, #12, or #14 from this issue. Do not close #9 instead of #14.

Deploy (required)

Ledger writer — apply 20260830000001_proposal_sections.sql then 20260830000002_draft_lifecycle.sql. Confirm /health is 200 (not proxy 503), terra_height advancing, intents_ok: true. Keep the writer private.
grants.sql — re-apply as DB owner after the new proposal_comments / proposal_analysis tables.
operator-voting — redeploy from current main. Set VOTING_COMMITTEE_ADDRESSES (empty allowlist means nobody can open a poll). Confirm live GET /v1/balances includes registered / pending / as_of_height / initial_balance.
dApp — Coolify image with VITE_WC_PROJECT_ID. WalletConnect Cloud project must list https://vote.cl8y.com. Production build must fail closed without that id.
Nginx — re-paste deploy/coolify-frontend.nginx.conf (or use the Dockerfile image) so live HTML sends O3 CSP including WC frame-src. curl -sI https://vote.cl8y.com/vote must stay 200 with X-Frame-Options: DENY and no connect-src https:.
