Summary

Close automated coverage gaps from #28 (follow-ups from #22/#23/#25): M-8 minter integration, BSC hang timeout, SIGTERM/operator_loop hooks, equal-rate/policy-skip liveness, oracle-pause integration suite, TEST-16 LocalTerra gated smoke.
Document invariants and crosslink docs/DEPLOYMENT.md + skills/{audit-hardening-bundle,oracle-liveness-confirm,oracle-circuit-breaker,README}.
No on-chain product behavior changes; liveness remains fail-closed; /healthz stays process-up only.

Acceptance criteria checklist

In-repo automated test proves pinned cw20-mintable UpdateMinter(None) clears MINTERS (M-8) — cw20_minter_integration
Automated test proves BSC RPC hang fails within configured timeout (M-19/M-12) — bsc::tests
Automated SIGTERM/graceful-shutdown coverage for oracle-service (L-10) — injectable shutdown_signal_with_hook + operator_loop exit tests
Tests prove equal-rate and policy-skip paths do not record liveness success (#23) — decide_tick_action + run_once_* wiremock
Integration-suite test: oracle pause fails window deposit+withdraw closed (#22) — oracle_paused_blocks_deposit_and_withdraw_while_rate_fresh
LocalTerra DeliverTx-reject (or equivalent) smoke documented and CI-gated; TEST-16 status explicit — scripts/localterra_e2e_smoke.sh, CI localterra-e2e (manual/allow_failure), DEPLOYMENT § TEST-16

Full LocalTerra wasm store/instantiate automation (deploy_local.py remains a helper stub) — gated job skips cleanly without LCD; promote to required after deploy automation lands

Mainnet/staging ops probes (live withdraw, restart logs) — remain DEPLOYMENT / #19 runbook items
