Controller auto-FIX for NO_CI_MISSING_WOODPECKER (#154).

code/czf-belt-vault had no .woodpecker.yml / .woodpecker.yaml / .woodpecker/ and Forgejo listed no ci/woodpecker/* commit statuses, so MERGE_READY could never go green.

This PR adds a minimal language-matched pipeline. Distinct from CI_DEAD (#152). Do not merge protected main from a gate session.
