Summary

Leftover-complete (S3) for #3 / ADR 0001: prove Forgejo does not plant official CODEOWNERS review on new non-WIP PRs after the catch-all file is absent from main.

Acceptance

  1. Open a dedicated, non-WIP PR into main after S1+S2 standing docs are on main, with a non-empty diff (at least one file changed).
  2. GET .../pulls/{n}: requested_reviewers_teams is empty.
  3. GET .../pulls/{n}/reviews: no new official: true REQUEST_REVIEW from team maintainers.

Disqualified evidence

  • PR #3, #2, #1 (pre-delete plants).
  • Empty-diff or WIP/draft plant-check PRs.
