Summary

Completes issue #37 implement slice after the premature merge of 82c5959 (delete-only, no ADR/architecture.md).

  • Occupying rewrite from reviewed design SHA 5bdfda74: git rm CODEOWNERS + preserved docs/adr/0001-remove-catchall-codeowners.md and docs/architecture.md.
  • Tip 7c40529: 82c5959 is not an ancestor; docs byte-identical to design SHA.

main already has root CODEOWNERS removed (plants stopped for new PRs). This PR lands the documented merge-gate / ADR half only.

  • Org cl8y-forgejo#48 AC5 for this repo: file already gone from main; docs land with this PR.
  • Leftover official review request from original PR #37 may remain; not dismissed per ADR.

Record the product-tree merge-gate: delete `.* @code/maintainers` so Forgejo
does not plant official reviews; remaining gate is no direct main, Woodpecker
PR context, and no force_merge.

T2 must not rg missing CODEOWNERS paths; implement success is PR 37 from
the design SHA plus the delete, not occupying 82c5959 or a main land
that needs Woodpecker this slice does not add.

Plants stop only after the delete is on default main; occupying rewrite
is reset-rm-commit plus --force-with-lease of the PR branch, not force_merge.
