Testing showed 2-hop routes (EMBER->JADE->OPAL) use ~828k gas, exceeding 800k (400k x 2). Bumped to 500k per hop so 2-hop = 1000k, 3-hop = 1500k. All 134 tests pass. Fixes #22.
