Summary

Record that pair-creation protocol fee ingest is still pending on refreshed main.
Document the factory event, treasury accounting, replay, API, DeFiLlama, and UI invariants.
Cross-link the QA checklist, factory audit, indexer invariants, and third-party fee-ledger playbook.

Verification

make verify-issue-1213 — passed (4/4).
#1269 docs/source checks, 34 unit tests, and parser test passed. Its integration run passed 25/26; one case hit a Postgres pool timeout and passed when rerun alone.
Pre-commit cargo fmt --check, Clippy, and gitleaks passed. Frontend checks were skipped because node_modules is absent.
git diff --check passed.

This PR documents the remaining work; it does not close #1209. The parser and focused make verify-issue-1209 target are still needed. Related: #1213 (home map), #1269 (uniqueness), #1210/#1211 (separate later fee sources).
