Summary

Record why #1210 remains open: invoice fee sources and their ingest path are not implemented.
Document L1210-1–L1210-8 and crosslink the parser, ledger, API, contracts, UI, and third-party agent guidance.
Keep the related work distinct: #1209 pair_creation, #1211 cohort attribution, #1229 emitter provenance, and #1269 fee-event uniqueness.

This PR is documentation and verification only. It does not implement invoice ingest or close #1210.

Validation

make verify-issue-1213 — 4/4 passed.
cd indexer && cargo test --lib indexer::protocol_fees — 34 passed.
Commit hooks: cargo fmt --check, cargo clippy, and staged gitleaks passed. Frontend checks were skipped because node_modules is absent.
git diff --check passed.
