Summary

Refresh the columbus-5 governance split with the 2026-09-24 LCD attestation.
Clarify that app governance and wasm admin are separate checks; the mapper and CMM treasury use the DEX 2-of-3 while window/oracle and product controls retain documented EOA residuals.
Update the pause, custody, security, and agent playbooks with the current authority split and successor trackers.
Correct CMM-owned migration guidance to use DEX 2-of-3 governance and keep legacy CW20 EOA-admin handling distinct.

Verification

LCD queries at block 30540667: multisig threshold 2/3; mapper and treasury app governance/admin on the DEX multisig; listed residual controls still on cl8y2_admin.
