Follow-up to Forgejo #1218, whose route implementation shipped in PR #1297.
This PR makes the issue verifier independent of sibling worktree SQLx migration history by using
dex_indexer_test_1218and its own file lock. It restores the priorindexer/.envat exit. The testing guide and third-party frontend agent skill now document the setup and optional LocalTerra check.Verification on this branch:
make verify-issue-1218passed both rounds (10/10 steps), including the nativeuluna400 guard, skip-unusable honest 3-hop fixture, 105 frontend tests, and docs/skill checks. Commit hooks also passed fmt, clippy, typecheck, staged lint, and gitleaks. Optional LocalTerra E7/E8 was not run.drain skip: default autoland requires tip ACCEPT (#77)
