Summary

Land scripts/upgrade-1246-alpha.sh and make verify-issue-1246 so Refresh can run from origin/main after CMM MigrateOwnedContract (keep 11630 listed until ALPHA LCD is 11666).
Route factory whitelist / Refresh / pair migrate through DEX 2-of-3 gov_tx; print the terrad keyring prompt on /dev/tty.
List bridged USDT (terra1z0xe7…8mv4, 18 decimals) in tokenlist + dApp registry.

on origin/main, plus keyring TTY and gov_tx so factory whitelist/Refresh
sign through the DEX 2-of-3.

18-decimal CW20 terra1z0xe7…8mv4 so Swap from=/to= and picker lookup
resolve USDT without a paste.
