Summary

PR #1239 was marked merged in Forgejo (force_merge) but the merge commit never reached origin/main (b33d3a2a was not an ancestor).
This branch merges issue/1237 into current main so AutoLP sister GetConfig no-op, Manage Token delta, and make verify-issue-1237 actually land.

Fixes #1237 (code was already reviewed on #1239).

make verify-issue-1237

fix(community-tax): skip AutoLP settings invoice when sister is unchanged b33d3a2a68

Query sister GetConfig so identical pair/threshold/recipient/skim is NoOpSettings
and does not forward 50 UST1. Manage Token attaches autolp only on a real delta.
