Summary

Stamp treasury fee_usd for pinned CL8Y and other factory-listed economic CW20s from a DEX reserve mark (economic_token_marks), not CoinGecko / CEX / $1.
NULL-only as-of backfill after hub refresh; GET /hub-prices stays four cells; volume/TVL stay P522-Q.
Docs, EFee-1–EFee-8 skill, and make verify-issue-683 (keeps 586 / 613 / 614 / 556 / 569 / 631).

Test plan

make verify-issue-683 (11 passed, including related 586 / 613 / 614 / 556 / 569 / 631)
Coolify: set HUB_CL8Y_ADDRESS on LocalTerra to deployed TCL8Y; columbus-5 default is the official CW20
After indexer restart, prior NULL CL8Y fee rows fill once; non-null stamps stay put
/protocol token mix shows CL8Y-cb human + $ when a qualifying CL8Y↔hub pair exists
Optional LocalTerra: seed TCL8Y/UST1 above the TVL floor, swap so commission is TCL8Y, confirm 24h tile includes it
