Summary

/token/migrate now inventories CL8Y factory pairs, known/discoverable Terraport rows, and a GDEX instruction before and after adopt.
Register is offered only for a factory-verified CL8Y pool after adopt, when F6 pins match, for the connected manager with CMM admin. Terraport/GDEX never get a register button.
Documents M634-1–M634-8 in skills/AGENTS_FRONTEND_TOKEN_MIGRATE.md and adds make verify-issue-634.

Closes #634.

Test plan

make verify-issue-634 (Vitest inventory/page + docs grep, twice)
Load Open terra1qz56v… on columbus-5 — Terraport Open/LUNC shown, no register
Load ALPHA terra1x6e64… — both Terraport rows, wipe copy, no register
LocalTerra: adopt a factory-listed mintable that already has a CL8Y pair — confirm names it for governance refresh; after Refresh, register lists only that factory pair
Honest token with no CL8Y pair — empty CL8Y + Create Pair /create, Manage still primary after success
?pair= / ?token= / ?payee= do not prefill or retarget register
