Summary

PR #3 merged delete-only (S1). This completes close criterion 2 from ADR 0001: standing docs on main (ADR 0001, architecture H3, .gitignore exceptions) plus README merge-gate pointer. Design files are byte-copied from approved design SHA 3355d82378d5289c14861aa1ceaee6fe5cc24ee4 with ADR status set to Accepted and a small architecture wording fix for post-S2 main.

H3-1 (four CODEOWNERS paths absent) already holds on main after #3.

  • Test 4 (S3 leftover-complete “no new plant”): new iid or operator attestation after this merges; disqualify #2/#3 leftovers (official==true, REQUEST_REVIEW, team maintainers, empty requested_reviewers_teams fail-closed probe per design review).
  • Test 3 protection GET: operator attestation; unauthenticated GET is 401.
  • Test 6 five-part preflight: does not apply to this S2-only diff (delete already on main).
