Summary

Merged #3 already removed catch-all CODEOWNERS on main. This PR lands the approved design from 1ec760764fc3bfba3ff749d2ee27ec5788b2ad74 that was missing from that merge:

Relates to #3 — completes remaining integration completion criteria (docs + ADR; product tree unchanged).

Implement (gate-impl) — issue #3 follow-up

PR reuse: No open related PR (issue/3 / Fixes #3); merged #3 closed the delete-only slice. New head issue/3 per reuse contract.

Completed on this tip (84f7e0a):

  • ADR 0001 + merge-gate docs from approved design 1ec7607
  • T1–T4 checks run locally (no CODEOWNERS paths; docs-only diff)
  • Required ci/woodpecker/pr/woodpecker success on PR tip

Already on main (via merged #3): catch-all CODEOWNERS delete.

Gaps: T5 protection GET blocked without API token in worker; forge / npm not installed here (no product diff). No repo-local INVARIANTS.md or skills tree — forgejo/CAC invariant mapping stays in ADR § Affected invariants.

Controller autoland: merge with SHA pin / Do: merge when ACCEPT+green; never force_merge.
