Summary

Adds a digest-pinned .woodpecker.yaml so this repo can post the required ci/woodpecker/pr/woodpecker check (gitleaks, operator writers:: / rpc_fallback, Hash Verification unit tests).
rustfmt-only on operator files so the pre-commit hook can pass on this tree (no execute-path behavior change).

Enable code/cl8y-bridge-monorepo on https://ci.cl8y.com (no webhook today)
Confirm this PR gets ci/woodpecker/pr/woodpecker success without force_merge
Pre-commit: rustfmt, clippy, frontend typecheck/lint, gitleaks

ci: add digest-pinned Woodpecker pipeline for dest-execute tests 915d3ec31b

Enable the required Forgejo check with gitleaks plus the operator writers/rpc_fallback and Hash Verification unit tests from #170. rustfmt the operator files so the pre-commit hook can pass on this tree.
